Tabe Jugari

Principal

Mr Tabe Jugari, LLB is the Principal of Stout Lawyers. He is an experienced legal practitioner with over a decade of practice across civil and commercial litigation, criminal defence, extractive industries law, aviation law, public and administrative law, and corporate governance, in both advisory and contentious matters.

He has handled complex property disputes, resource development benefit disputes, commercial contract disputes, and has secured and defended personal injury claims, appearing before both the National Court and the Supreme Court of Papua New Guinea for a wide range of private, corporate, and public-sector clients.

In addition to leading private practice, Mr Jugari currently serves as Company Secretary to the National Airports Corporation Limited (NAC), one of Papua New Guinea’s largest state-owned aviation enterprises, which owns and operates more than 22 airport infrastructures across the country. In this role, he is involved in board governance, regulatory compliance, and strategic oversight within a complex, safety-critical airport authority environment.

Mr Jugari is also the Group Company Secretary for the Hela Investment Group and serves as a Director of Arafura Energies Ltd, where he is involved in corporate governance, regulatory compliance, and strategic oversight in the resource and investment sectors.

He also advises provincial governments on resource developments, with a focus on securing both legislated entitlements and commercially negotiated benefits, and on the sustainable investment of public funds in accordance with the Public Finance Management Act.

Mr Jugari holds a Bachelor of Laws from the University of Papua New Guinea and completed his professional training at the Papua New Guinea Legal Training Institute in 2015. He was admitted to practice law in March 2016 at the Waigani National Court of Justice.
